I applied on the 7th inst. by letter addressed to the Colonial Secretary, for a Building Grant for St. Joseph's College now in course of erection. On the 23rd January I received a letter from you in which you inform me that my application was not in order and refer me to Rule 27 of the Grant in aid scheme, copy.
